Obamacare 2026: More expensive and harder to qualify for

Obamacare 2026 restrictions

Obamacare 2026 will be a devastating storm for millions of Americans with insurance. The government's healthcare program will feature a combination of high prices, limited coverage, and new restrictions that will jeopardize the protections of millions of people.

In this post from Dulcinea Insurance, we’re going to introduce everything related to the new measures that the Donald Trump administration has implemented regarding the Health Insurance Marketplace in the USA. Read us through to the end, and if you still have questions and want to resolve your personal case, call 786-910-9487 and one of our agents will help you for free so you can better understand these changes to Obamacare 2026.

Will 2026 mark the beginning of the end of Obamacare?

It's no secret that Trump and the Republicans have always been enemies of the Affordable Care Act. That's why they've made multiple previous attempts to weaken or eliminate it. In this case, in his second term, the President has taken control not only of Obamacare, but also of Medicaid, to reduce government funding for public assistance. And in this article, you'll understand, point by point, how the current measures could lead to millions of people in the United States being left without health insurance.

Obamacare is a popular program. According to a KFF survey, around 65% of the population currently supports this law, which now provides coverage to over 24 million people. That’s why it’s so difficult for Republicans to eliminate it outright. And that’s precisely why they’ve set out to weaken it, and no one knows if, over the next four years, with so many obstacles, the Affordable Care Act will continue to exist.

Main changes to Obamacare for 2026

Here’s a summary of the changes coming to Obamacare in 2026.

  • Increase in monthly premiums
  • More limited coverage
  • The possibilities for registering for a Special Registration Period are limited.
  • Mandatory income verification before approving subsidies
  • Repayment of any excess subsidy received if there is a difference in declared income
  • People earning more than 400% from the Obamacare Subsidy Table They do not qualify for Obamacare
  • Individuals with an FPL below 100% are not eligible for Marketplace subsidies

How will health insurance prices increase under Obamacare in 2026?

A first step toward reducing subsidies under the Affordable Care Act will be to eliminate the expanded credits approved by President Biden in 2021. This assistance allowed insured individuals to receive an average of \$700 more per year to pay for their health insurance. As a result, it is estimated that health insurance premiums in 2026 will increase by an average of 75%.

A second element is the change in the calculation of monthly premiums based on a person's income. As you can see in the table below, until 2025, people earning below 150% of the Poverty Level could pay $0 for a Silver-category health plan (which has cost-sharing prioritized by the government). However, by 2026, those earning between 100% and 133% of the Poverty Level must pay 2.1% of their income for Silver-category insurance, and those earning between 133% and 150% must pay between 3.14% and 4.19% of their income. With this, a person who previously paid between $0 and $15, depending on the plan they chose, will now have to pay between $40 and $120 for the same insurance.

Obamacare coverage will be worse in 2026

Each year, the maximum out-of-pocket costs and deductibles for Obamacare plans increase in line with inflation, especially for bronze plans. Silver plans show government control to continue prioritizing this metal with the best cost-sharing.

But what will be seen in 2026 is a considerable increase in these levels. For example, in 2025, the maximum average out-of-pocket expense for bronze is about $9,200 for individuals and $18,400 for families. However, for the following year, these figures will rise to $10,600 and $21,200. This is undoubtedly bad news for all insured members, because if they experience higher hospital expenses, their debt will increase.

In 2026, the return of Obamacare subsidies will be more difficult if you make a mistake in the payment.

If you have Obamacare insurance, you'll need to be very careful with the income you declare, as it can lead to tax fraud. We'll explain: if the income declared on your policy is less than what you reported on your taxes, you'll have to repay the entire excess subsidy you received starting in 2026. This situation is especially difficult for those who are self-employed and have variable incomes.

Be careful with this, as there used to be a table that set a maximum refund limit. For example, if you were single and made a mistake in your income estimate, you had a maximum refund in each income category based on the Federal Poverty Level (FPL). This allowed some people to intentionally estimate lower incomes, access larger subsidies during the year, and then return only a limited portion of their taxes.

However, this will no longer exist by 2026, as the government has eliminated the cap on subsidy repayment. Therefore, if you have misreported your income on your policy, you would have to repay the entire excess subsidy you received in your taxes.

And those earning over 400% of the FPL and who qualified for some type of subsidy under Obamacare would have to repay the entire health insurance credit they received in their taxes.

In the table below you can see all the details.

Obamacare subsidy repayment limits will disappear in 2026.

Income verification will be stricter under Obamacare.

One of the features of Obamacare enrollment was that the Insurance Marketplace verified your income, and if it didn't find the information that matched, it would require you to provide proof within 90 days. By the time the person submitted this proof of income, they were already insured and could begin using the policy.

Starting in 2026, this will change drastically, as the Health Insurance Marketplace in the United States will verify the declared income, and if it doesn't match their records, the client’s coverage approval will be put on hold. In that case, the person will have to submit the requested proof of income, wait for it to be processed, and only after it is accepted will they be able to start using the policy.

This situation is especially acute for self-employed workers, whose income fluctuates each year, making it very difficult for them to provide a realistic estimate and, therefore, present convincing evidence to the Health Market.

The number of people who do not qualify for Medicaid or Obamacare is increasing.

There is something called the Medicaid Gap, where millions of people do not qualify for Medicaid in states that have not expanded this government health program.

States like Florida, Texas, Georgia, Alabama, Tennessee, Missouri, South Carolina, Kansas, and Wyoming have not expanded Medicaid. And until now, those who didn't qualify for Medicaid due to their immigration status, even if they earned below 100% of the Federal Poverty Level, could access Obamacare as a second option.

But by 2026, those with incomes below the Federal Poverty Line will not be able to qualify for Obamacare. This leaves a huge gap for immigrants who are in the process of immigrating but whose incomes are very low and cannot reach the minimum limits.

Restrictions on poor immigrants in Obamacare 2026

As we explained earlier, this elimination of subsidies for immigrants under Obamacare will affect millions of people. Previously, these individuals did not qualify for Medicaid due to their immigration status, but they were still eligible for Obamacare even if their income was below 100% of the Federal Poverty Level (FPL). However, starting in 2026, if they earn very little and do not reach that 100% FPL threshold, they will also be unable to receive Obamacare subsidies.

The only way for them to have Obamacare in 2026 is to raise their Adjusted Gross Income (MAGI) declaration and bring it above 100% of the FPL, and of course, pay taxes on it. See the Obamacare Income Limits Chart for more details.

Restrictions during the Special Registration Period

In 2026 the Health Market They will strictly control enrollments outside the official period. According to them, with this they intend, on the one hand, to reduce the budget allocated to the Health Market and, on the other, to avoid opportunistic enrollments by people who seek insurance protection only when they are sick. To enroll outside the official period, you must present proof in advance that justifies your situation: loss of Medicaid, loss of employer-sponsored insurance, moving states, etc.
