Medicaid for undocumented individuals continues to be highly controversial in the United States. Since this is government aid granted by the states, in most cases with federal funds, many people who are opposed to public assistance refuse to accept that a person without legal documents can receive the same benefits as those who have documents.
In this Dulcinea Insurance post, we are going to explain several points to keep in mind regarding this controversy, and we will show you which states are the most generous with Medicaid offers for undocumented individuals. If you have any questions or if you wish to apply for health insurance in the United States for immigrants, dial the phone number 786-910-9487 and one of our health insurance agents will help you for free.
Who can apply for Medicaid for undocumented immigrants?
Normally, the most vulnerable population groups are those who can apply for Medicaid. In this case, we are talking about pregnant women, children, and older adults. This, of course, must be accompanied by low income (usually below 150% of the Federal Poverty Level table and in some cases below 100%), which qualifies the person within the low-income group.
Medicaid for undocumented pregnant women is one of the most frequent, and in fact, in the vast majority of states, pregnant women receive free health insurance assistance regardless of their immigration status. Similarly, CHIP (Children’s Health Insurance Program) is widely used among illegal immigrants, as their children tend to be protected by many states.
Now, not all states offer Medicaid equally for undocumented individuals. In fact, some are very strict. We discuss this topic in the video from our insurance agency, which we've included below.
Where to find health insurance for undocumented immigrants in the USA with government aid?
There are several states, mostly liberal and progressive, that have strong protections for people without Social Security numbers. In many of them, even people who are not pregnant, children, or elderly can apply for Medicaid for undocumented immigrants.
Below we offer you a list of the states that provide the greatest protection to undocumented individuals in the United States. For this, we rely on the map shared by the National Immigration Law Center:
- California: (Health coverage for children, pregnant individuals, and adults, regardless of immigration status)
- Oregon: (health coverage for children, pregnant women, and adults, regardless of immigration status)
- Washington: (Health coverage for children, pregnant women, and adults, regardless of immigration status)
- Colorado: (Health coverage for children, pregnant individuals, and adults, regardless of immigration status)
- Illinois: (health coverage for children, pregnant women regardless of immigration status. Adult coverage is paused in 2025.)
- New York: (health coverage for children, pregnant women, and adults over 65, regardless of immigration status)
- Maine: (health coverage for children, pregnant women, regardless of immigration status)
- Vermont: (Health coverage for children and pregnant people, regardless of immigration status)
- New Jersey: (Health coverage for children, pregnant women, regardless of immigration status)
- Rhode Island: (Health coverage for children and pregnant women, regardless of immigration status)
- Massachusetts: (health coverage for children, pregnant individuals, regardless of immigration status)
- Minnesota: (health coverage for children, pregnant individuals, and adults, regardless of immigration status)
- Connecticut: (Health coverage for children, pregnant women, regardless of immigration status)
- Washington DC: (Health coverage for children, pregnant women, and adults, regardless of immigration status)
As can be seen, the states that offer a complete solution for all vulnerable population groups (pregnant women, children, and low-income older adults) regardless of their immigration status are: California, Oregon, Washington, health insurance in Colorado, New York, and Washington DC. The rest do protect pregnant women and children, but not older adults with Medicaid for undocumented individuals.

What about health insurance for undocumented immigrants with government aid in Republican/conservative states?
Without a doubt, Republican and conservative-leaning states are less open to providing public aid to these vulnerable groups. Medicaid for undocumented individuals is less common in these types of states, as we will see below.
For example, in the flagship state of conservatism in the United States, Texas, there is health coverage for pregnant women without legal papers known as CHIP Perinatal, protecting the woman and the newborn in a "limited" way. You can see more details here.
Similarly, Florida, which in recent times has had a strong Republican and conservative trend, and where the state government has proposed to limit the free movement of illegal individuals to the maximum, pregnant women can be eligible for a temporary Medicaid for undocumented individuals of up to two months of coverage to cover their prenatal care in a program known as PEPW. More details on the subject can be found in this link.
What to do to apply for Medicaid for undocumented immigrants in your state?
As we've shown you, depending on where you live, you'll have more or fewer opportunities to apply for health insurance for undocumented immigrants with government subsidies.
Our insurance agency, Dulcinea Insurance, does not work with the Medicaid program. Therefore, we cannot help you qualify or enroll in Medicaid for undocumented pregnant individuals, children, or the elderly. However, we do advise you to apply at your local Children and Family Department or to call the Medicaid Spanish-language phone number directly, which you can find on Google. We hope this information is helpful to you.
